Tauri — Upload Plugin

Added upload and download speed reporting to Tauri’s official file-transfer plugin. Built Rust transfer tracking and exposed transferSpeed in TypeScript progress callbacks, letting apps display transfer rates without relying on JavaScript timers. Merged November 4, 2024.
